
Cement Pile / Wire Storyline Rules
Note: No need to speak before fighting — you can fight immediately. All players entering the area must accept this risk. In multi-floor locations, fighting is only allowed on floors with cement piles.
Note: Cement pile/wire storylines don't require fighting — you can share or fight, it's up to the players. Just follow the rules.
Absolute Prohibitions and Severe Behaviors
1. Cement pile / wire storylines cannot become main storylines.

- Cement pile / wire rule violations may only be reported for a fine and must not be pursued as a storyline.
Penalty: Fine of $1,000,000 per guild/group

- Exception: It can become a main storyline only if the player is bluffed or physically attacked first, and only after the cement pile/wire story ends. Only then can it be escalated to a main storyline.
2. Prohibited — Bluffing during the activity
- Inappropriate behavior and bluffing: Cursing, bluffing, sarcastic speech, taunting, bullying, sexual harassment, or provocative gestures toward opposing parties are strictly prohibited in all cases (including playfully cursing friends after all opponents are knocked out, which is still considered bluffing).
Penalty:
Fine of $1,000,000 per person within 24 hours. Repeat bluffing will multiply the fine continuously. If repeated multiple times, fines and duration will accumulate progressively. If there is an opposing party, storylines can proceed. Specific words cannot be defined; it depends on the victim's feelings and High Agent's discretion.
Repeated offenses: Yellow Card 🟨 for everyone.

3. Alliances are prohibited in all cases.
Penalty: Fine of $500,000 per group

4. Carrying each other to do illegal work is prohibited under all circumstances.
- Note: Only the police department can report/request fines from the admin.
Penalty: Fine of $100,000 / Maximum Yellow Card 🟨 (for both carrier and carried)

5. Prohibited rules for carrying opponents:
- Do not move opposing team's bodies outside the activity area.
- Do not carry opposing players for more than 10 seconds.
- Do not carry opposing players to hide them in bushes or places where others cannot see.

6. Prohibited — Using cooldowns or the cooldown system (transparent body state) to gain individual or group benefits in stories or activities, such as:
- Not removing cooldown (healing/medication) before joining an activity, or not removing cooldown after dismounting a vehicle before the zone attacks.
- Ramming vehicles into gas barrels without detonating, or intentionally exploiting this mechanic to harm opposing parties.
- Etc., subject to the discretion of the staff team.
Penalty: From fine $100,000 to Yellow Card 🟨

Entry Conditions and Uniforms
7. Cement pile / wire storylines can only be fought over when agencies meet the required numbers:
Cement pile / wire requires the following agencies:
- Cement pile requires Police 4, Medic 4
- Wire requires Police 3, Medic 4
If agencies aren't at full count, fighting is not allowed

8. Player limit: 5 per group for guilds and civilians.

9. When agencies meet required numbers, teams must wear matching outfits or clearly same-colored themed outfits.
- Can wear matching masks only. Half-face masks or partial face coverings are not allowed — must be full-head masks only.
- Prohibited — Wearing guild armor while grouping with non-guild players (store guild card and re-enter).
When agencies aren't at full count, guild/family/group uniforms are not required and items can be collected normally, but fighting is not allowed.
Penalty: Fine of $100,000 per person

10. Guilds and families not wearing guild outfits must wear same-color or same-theme outfits.
- Wearing guild attire (e.g. Suit, Hood, Polo, T-Shirt, and Accessories) will be treated as a guild in all cases.
Penalty: Minimum fine of $100,000, maximum Yellow Card 🟨 in all cases

11. Cannot remove uniforms and only wear masks — except when agencies aren't at full count.When agencies aren't at the specified count, any outfit is allowed.

12. Prohibited — Using motorcycles or Mascot/cartoon vehicles.
- Note: Only the police department can report/request fines from the admin.

Rules During Fighting and Collecting Items
13. If guild members play with a civilian group without wearing their guild shirts, they must have evidence to defend themselves if reported, proving that they were not playing as part of a guild. Without rebuttal evidence, they will be deemed part of a guild group in all cases.
14. If you arrive at a cement/wire point and find another player has already collected or is collecting [showing collection emote], you cannot fight them — go to another point [exception: collecting in front of you, or if fighting is happening and someone sneaks to collect, you can fight].
Penalty: Fine of $1,000,000 per person

15. If you arrive at a cement/wire point and find another player has already processed or is processing [showing processing/selling emote], you cannot fight them — go to another point instead.
16. You can sneak-steal cement or wire without needing to fight until one group remains.
If someone sneak-steals and a case pops to police, police can enter immediately. Police can choose to arrest the thief, the fighters, or both. But police must announce curfew with a 10-second warning before proceeding.
17. Stealing, burning, destroying vehicles, or ramming is prohibited under all circumstances. Only get out and fight.
18. Groups with guns must get out of vehicles — fighting from vehicles is prohibited under all circumstances.

19. Prohibited — Using Skateboards in any storyline under any circumstances.
Penalty: Fine of $300,000 per person

20. If you exit the vehicle to play, getting back in means you must leave immediately — no returning.
- Exception: If the vehicle disappears, you can get back in. While on the vehicle, absolutely no moving it — moving the vehicle means you must leave immediately.
21. In cement pile / wire storylines, only your own group members can revive.
If asking outsiders to revive, they must leave the area immediately and cannot return.
Penalty: Fine of $300,000

22. If knocked unconscious during illegal work and medics revive you, you cannot return to play — must leave immediately.
Penalty: Fine of $100,000

Rules for Police Officers
23. Police will not enter the area until fighting is finished or a case pops to police — police can then enter immediately.
If police enter while fighting is ongoing, police can announce curfew immediately with a 10-second warning to leave. Refusal means immediate arrest with charges of being in a dangerous area, assault and battery, using weapons for assault — at police discretion.
24. If police spot a suspect repeatedly stealing in the police's line of sight, police can arrest immediately. If police activate sirens at the same location as the suspect and a case appears on police dispatch, police can arrest immediately.
25. While under a case or in front of police, cannot store, retrieve, or impound vehicles.
26. Prohibited — Walking to do work, or having no vehicle nearby when the police arrive.
